En 2022, elle a approuv\u00e9 un plan d&rsquo;action intitul\u00e9 \u00ab\u00a0Strategic Compass\u00a0\u00bb visant \u00e0 renforcer sa s\u00e9curit\u00e9 et sa d\u00e9fense d&rsquo;ici \u00e0 2030. L&rsquo;objectif global est de renforcer sa capacit\u00e9 \u00e0 agir en tant que fournisseur de s\u00e9curit\u00e9 cr\u00e9dible, notamment face aux menaces g\u00e9opolitiques croissantes telles que la Russie. Cette boussole est con\u00e7ue pour compl\u00e9ter l&rsquo;OTAN, qui reste le principal fondement de la d\u00e9fense collective de ses membres.   <\/p>\n\n<p>Toutefois, avant l&rsquo;\u00e9laboration de la boussole strat\u00e9gique, l&rsquo;UE a d\u00e9velopp\u00e9 en 2021 une strat\u00e9gie de passerelle globale qui met l&rsquo;accent sur le d\u00e9veloppement d&rsquo;infrastructures \u00e0 grande \u00e9chelle dans des domaines tels que l&rsquo;\u00e9nergie et les transports. La strat\u00e9gie identifie la bonne gouvernance comme l&rsquo;un de ses trois piliers prioritaires de coop\u00e9ration et s&rsquo;\u00e9tend jusqu&rsquo;en 2027. <\/p>\n\n<p>En mars 2026, l&rsquo;UE a d\u00e9cid\u00e9 d&rsquo;\u00e9tablir un partenariat de s\u00e9curit\u00e9 et de d\u00e9fense avec le Ghana. L&rsquo;accord devrait \u00eatre officiellement sign\u00e9 \u00e0 Accra le 24 mars 2026 et comportera les principaux \u00e9l\u00e9ments suivants ; <\/p>\n\n<p>&#8211; Objet : Le partenariat vise \u00e0 renforcer la s\u00e9curit\u00e9 nationale, le contr\u00f4le des fronti\u00e8res, la cybers\u00e9curit\u00e9 et la formation militaire au Ghana, notamment en r\u00e9ponse \u00e0 la propagation de la violence de la r\u00e9gion du Sahel \u00e0 la c\u00f4te de l&rsquo;Afrique de l&rsquo;Ouest.<\/p>\n\n<p>&#8211; Contexte : Kaja Kallas, chef de la politique \u00e9trang\u00e8re de l&rsquo;UE, a annonc\u00e9 ce partenariat le 9 mars 2026, dans le cadre d&rsquo;une strat\u00e9gie plus large visant \u00e0 \u00e9tendre la port\u00e9e de la s\u00e9curit\u00e9 de l&rsquo;UE en r\u00e9ponse \u00e0 l&rsquo;instabilit\u00e9 g\u00e9opolitique croissante.<\/p>\n\n<p>Cet accord semble faire suite \u00e0 un pr\u00e9c\u00e9dent soutien important de l&rsquo;UE au Ghana, notamment le don de plus de 100 v\u00e9hicules blind\u00e9s et d&rsquo;autres \u00e9quipements de s\u00e9curit\u00e9 pour renforcer les forces arm\u00e9es ghan\u00e9ennes. L&rsquo;accord, qui devrait \u00eatre le premier partenariat de ce type entre l&rsquo;UE et un pays africain, est explicitement ax\u00e9 sur la lutte contre le terrorisme, les syst\u00e8mes d&rsquo;alerte pr\u00e9coce et la stabilit\u00e9 r\u00e9gionale (MyJoyOnline, 2026 ; Ghana Business News, 2026). Cette \u00e9volution co\u00efncide avec l&rsquo;exposition croissante du Ghana aux menaces de s\u00e9curit\u00e9 transnationales \u00e9manant du Sahel, o\u00f9 la violence djihadiste continue de s&rsquo;\u00e9tendre vers le sud.  <\/p>\n\n<p>Cela est int\u00e9ressant, car dans le m\u00eame temps, l&rsquo;UE a adopt\u00e9 des partenariats similaires avec des acteurs mondiaux, y compris la Cor\u00e9e du Sud, dans un cadre plus large visant \u00e0 renforcer l&rsquo;interop\u00e9rabilit\u00e9, la gestion des crises et la r\u00e9silience face aux menaces hybrides (Service europ\u00e9en pour l&rsquo;action ext\u00e9rieure [SEAE], 2025). La CISA souhaite situer le partenariat de d\u00e9fense UE-Ghana dans ce paysage strat\u00e9gique en \u00e9volution et \u00e9valuer ses implications pour la posture de s\u00e9curit\u00e9 et le r\u00f4le r\u00e9gional du Ghana. <\/p>\n\n<p><strong>Le mod\u00e8le de partenariat de s\u00e9curit\u00e9 et de d\u00e9fense de l&rsquo;UE<\/strong><\/p>\n\n<p>Les partenariats de s\u00e9curit\u00e9 et de d\u00e9fense (PDS) de l&rsquo;UE constituent une approche souple et modulaire de la coop\u00e9ration internationale en mati\u00e8re de s\u00e9curit\u00e9. Contrairement aux alliances traditionnelles, ces accords sont con\u00e7us pour aligner les priorit\u00e9s strat\u00e9giques tout en permettant une mise en \u0153uvre sur mesure. <\/p>\n\n<p>Selon le SEAE, les PDS se concentrent sur des domaines tels que la lutte contre le terrorisme, la cybers\u00e9curit\u00e9, la gestion des crises et la r\u00e9silience face aux menaces hybrides (SEAE, 2025). Elles permettent \u00e9galement aux pays partenaires de participer aux missions de l&rsquo;UE et d&rsquo;acc\u00e9der aux m\u00e9canismes de financement li\u00e9s \u00e0 la d\u00e9fense. <\/p>\n\n<p>Le partenariat de s\u00e9curit\u00e9 et de d\u00e9fense UE-Cor\u00e9e du Sud, conclu en septembre 2024, illustre ce mod\u00e8le. Il met l&rsquo;accent sur l&rsquo;interop\u00e9rabilit\u00e9, la coop\u00e9ration technologique et les r\u00e9ponses conjointes aux menaces \u00e9mergentes, y compris la cyberguerre et la d\u00e9sinformation (SEAE, 2025). <\/p>\n\n<p>Cette expansion mondiale refl\u00e8te l&rsquo;ambition strat\u00e9gique de l&rsquo;UE de construire un r\u00e9seau de partenariats de s\u00e9curit\u00e9 qui s&rsquo;\u00e9tendent au-del\u00e0 de son voisinage imm\u00e9diat.<\/p>\n\n<p><strong>Le partenariat de d\u00e9fense UE-Ghana : Port\u00e9e et objectifs<\/strong><\/p>\n\n<p>Le partenariat de d\u00e9fense UE-Ghana est principalement motiv\u00e9 par des pr\u00e9occupations communes concernant l&rsquo;instabilit\u00e9 r\u00e9gionale et la propagation de l&rsquo;extr\u00e9misme violent. Comme indiqu\u00e9 pr\u00e9c\u00e9demment, les principaux domaines d&rsquo;int\u00e9r\u00eat comprennent le renforcement des syst\u00e8mes d&rsquo;alerte pr\u00e9coce et de r\u00e9action, l&rsquo;am\u00e9lioration de la pr\u00e9vention des conflits au niveau local, le soutien \u00e0 la r\u00e9forme du secteur de la s\u00e9curit\u00e9 et la promotion du partage et de la coordination des renseignements. (Ghana Business News, 2026). Le partenariat s&rsquo;appuie \u00e9galement sur les initiatives existantes de l&rsquo;UE en Afrique de l&rsquo;Ouest, y compris le soutien \u00e0 la CEDEAO et aux syst\u00e8mes r\u00e9gionaux d&rsquo;alerte pr\u00e9coce (Business Ghana, 2026).   <\/p>\n\n<p>Le Ghana a \u00e9galement \u00e9t\u00e9 le fer de lance de l&rsquo;initiative d&rsquo;Accra, un cadre de s\u00e9curit\u00e9 r\u00e9gionale visant \u00e0 emp\u00eacher la propagation du terrorisme du Sahel vers les \u00c9tats c\u00f4tiers (Agence Ecofin, 2026), et l&rsquo;on pense que c&rsquo;est un facteur d&rsquo;attraction pour sa s\u00e9lection pour ce r\u00f4le cl\u00e9.<\/p>\n\n<p><strong>Les retomb\u00e9es de la s\u00e9curit\u00e9 au Sahel et l&rsquo;exposition strat\u00e9gique du Ghana<\/strong><\/p>\n\n<p>Le Sahel est devenu un \u00e9picentre majeur de la violence djihadiste, avec des groupes li\u00e9s \u00e0 Al-Qa\u00efda et \u00e0 l&rsquo;\u00c9tat islamique qui \u00e9tendent leurs op\u00e9rations au Mali, au Burkina Faso et au Niger. La formation de l&rsquo;Alliance des \u00c9tats du Sahel (AES) et de sa force militaire conjointe refl\u00e8te l&rsquo;ampleur de la menace et la fragmentation de l&rsquo;architecture de s\u00e9curit\u00e9 r\u00e9gionale. <\/p>\n\n<p>Cette instabilit\u00e9 constitue un risque direct pour les \u00c9tats c\u00f4tiers d&rsquo;Afrique de l&rsquo;Ouest, dont le Ghana. Bien que l&rsquo;UE ait \u00e9t\u00e9 active dans le Sahel par le pass\u00e9, le retrait de certaines missions de l&rsquo;UE \u00e0 la suite de changements politiques dans le Sahel a cr\u00e9\u00e9 de nouvelles lacunes en mati\u00e8re de s\u00e9curit\u00e9. Dans ce contexte, le Ghana appara\u00eet comme un \u00c9tat de premi\u00e8re ligne dans la pr\u00e9vention des d\u00e9bordements vers le sud. Le partenariat de d\u00e9fense UE-Ghana peut donc \u00eatre compris comme faisant partie d&rsquo;une strat\u00e9gie plus large visant \u00e0 contenir l&rsquo;instabilit\u00e9 avant qu&rsquo;elle n&rsquo;atteigne le Golfe de Guin\u00e9e. Outre le fait que le Ghana soit un centre attractif pour ce partenariat, il existe des inqui\u00e9tudes quant aux impacts \u00e0 moyen terme et au fait que le pays devienne une rampe de lancement pour les futures missions d&rsquo;attaque de l&rsquo;UE au Sahel, visant \u00e0 regagner sa sph\u00e8re d&rsquo;influence.    <\/p>\n\n<p><strong>Implications strat\u00e9giques pour le Ghana<\/strong><\/p>\n\n<p>Le partenariat de d\u00e9fense UE-Ghana pr\u00e9sente \u00e0 la fois des opportunit\u00e9s et des d\u00e9fis. D&rsquo;une part, le partenariat est consid\u00e9r\u00e9 comme opportun et devrait permettre d&rsquo;am\u00e9liorer les comp\u00e9tences en mati\u00e8re de lutte contre le terrorisme, de renforcer les institutions, en particulier dans le cadre de la mise en place de syst\u00e8mes d&rsquo;alerte pr\u00e9coce, et d&rsquo;am\u00e9liorer le profil du Ghana en mati\u00e8re de s\u00e9curit\u00e9 internationale, de renseignement et de diplomatie. <\/p>\n\n<p>En ce qui concerne les d\u00e9fis, il existe un risque accru d&rsquo;engendrer une d\u00e9pendance qui, si l&rsquo;on n&rsquo;y prend pas garde, risque de compromettre les principales orientations militaires strat\u00e9giques du Ghana. Cela pourrait assujettir l&rsquo;attention du Ghana \u00e0 celle de l&rsquo;UE, limitant ainsi son autonomie. Plus important encore, elle pourrait saper l&rsquo;avance du Ghana dans l&rsquo;initiative d&rsquo;Accra et attirer l&rsquo;attention des groupes arm\u00e9s non \u00e9tatiques qui pourraient consid\u00e9rer cette coop\u00e9ration comme une capitulation.  <\/p>\n\n<p>Il est important que les principaux acteurs de la s\u00e9curit\u00e9 au Ghana reconnaissent qu&rsquo;ils se trouvent \u00e0 l&rsquo;extr\u00e9mit\u00e9 r\u00e9ceptrice des attaques terroristes par le biais des r\u00e9fugi\u00e9s en fuite, de l&rsquo;impact sur ses ressources et du renforcement de la surveillance et de la pr\u00e9paration aux situations d&rsquo;urgence (voir fig. 1). \u00c0 mesure que la crise au Sahel s&rsquo;aggrave et que des acteurs cl\u00e9s identifient le Ghana comme un refuge, les risques pourraient s&rsquo;accro\u00eetre et n\u00e9cessiter un soutien logistique important et un financement suppl\u00e9mentaire que ces accords ne sont peut-\u00eatre pas pr\u00eats \u00e0 financer. <\/p>\n\n<p>En outre, l&rsquo;accord place le Ghana au c\u0153ur d&rsquo;une nouvelle alliance strat\u00e9gique entre la Chine, la Russie et d&rsquo;autres puissances, et risque de faire du Ghana un pion dans la strat\u00e9gie globale des superpuissances visant \u00e0 contr\u00f4ler des zones importantes du continent africain.<\/p>\n\n<p>Figure 1<\/p>\n\n<figure class=\"wp-block-image size-full\"><img fetchpriority=\"high\" decoding=\"async\" width=\"425\" height=\"268\" src=\"https:\/\/cisanewsletter.com\/wp-content\/uploads\/2026\/04\/image.png\" alt=\"\" class=\"wp-image-6833\" srcset=\"https:\/\/cisanewsletter.com\/wp-content\/uploads\/2026\/04\/image.png 425w, https:\/\/cisanewsletter.com\/wp-content\/uploads\/2026\/04\/image-300x189.png 300w\" sizes=\"(max-width: 425px) 100vw, 425px\" \/><\/figure>\n\n<p>Source : ACLED<\/p>\n\n<p><strong>Conclusion<\/strong><\/p>\n\n<p>Le partenariat de d\u00e9fense UE-Ghana repr\u00e9sente une \u00e9volution significative de la coop\u00e9ration europ\u00e9enne et africaine en mati\u00e8re de s\u00e9curit\u00e9. S&rsquo;il refl\u00e8te la transition de l&rsquo;UE vers un r\u00e9seau mondial de partenariats de d\u00e9fense flexibles et l&rsquo;\u00e9volution du r\u00f4le du Ghana en tant qu&rsquo;\u00c9tat de premi\u00e8re ligne dans le paysage s\u00e9curitaire de l&rsquo;Afrique de l&rsquo;Ouest, il pourrait \u00e9galement engendrer des difficult\u00e9s de mise en \u0153uvre au fil du temps. <\/p>\n\n<p>Le Ghana doit donc s&rsquo;efforcer d&rsquo;avoir un impact plus large en veillant \u00e0 l&rsquo;int\u00e9gration de ces accords dans les cadres de s\u00e9curit\u00e9 r\u00e9gionaux d\u00e9j\u00e0 \u00e9tablis dans le cadre de l&rsquo;initiative d&rsquo;Accra et de la Cedeao. Le terrorisme continuant \u00e0 se propager \u00e0 partir du Sahel, l&rsquo;importance strat\u00e9gique du Ghana augmentera mais d\u00e9pendra fortement de sa gestion efficace des diff\u00e9rents accords qu&rsquo;il a conclus avec des pays cl\u00e9s. <\/p>\n\n<p><strong>R\u00e9f\u00e9rences<\/strong><\/p>\n\n<p>Business Ghana.
