La piraterie et les vols \u00e0 main arm\u00e9e en mer restent des menaces persistantes pour la s\u00e9curit\u00e9 dans le golfe de Guin\u00e9e. Bien que les op\u00e9rations r\u00e9gionales de lutte contre la piraterie aient permis de r\u00e9duire le nombre d&rsquo;incidents par rapport aux pics pr\u00e9c\u00e9dents, les r\u00e9centes attaques dans les eaux ghan\u00e9ennes montrent que l&rsquo;ins\u00e9curit\u00e9 maritime continue de poser des risques \u00e9conomiques et strat\u00e9giques. Le Ghana, strat\u00e9giquement situ\u00e9 le long de ce corridor, a historiquement subi moins d&rsquo;attaques que certains de ses voisins, mais reste vuln\u00e9rable en raison de son industrie de la p\u00eache, de ses actifs p\u00e9troliers offshore et de l&rsquo;expansion de son commerce maritime.   <\/p>\n\n<p>Des incidents r\u00e9cents, notamment des attaques arm\u00e9es contre des navires de p\u00eache ghan\u00e9ens et des enl\u00e8vements dans les eaux voisines, montrent que les r\u00e9seaux de criminalit\u00e9 maritime restent actifs. En f\u00e9vrier 2026, la marine ghan\u00e9enne a secouru 71 p\u00eacheurs \u00e0 la suite d&rsquo;attaques coordonn\u00e9es de pirates contre plusieurs navires au large des c\u00f4tes ghan\u00e9ennes (Marine Insight, 2026). Le Bureau maritime international a \u00e9galement fait \u00e9tat d&rsquo;une augmentation de la criminalit\u00e9 maritime mondiale en 2025, dont l&rsquo;Afrique repr\u00e9sente une part importante (Seafarers&rsquo; Log, 2026). <\/p>\n\n<p>Bien que le Ghana ne soit pas l&rsquo;\u00e9picentre r\u00e9gional (contrairement au Nigeria), les retomb\u00e9es et les op\u00e9rations transfrontali\u00e8res exposent les eaux ghan\u00e9ennes \u00e0 des risques. Bien que les chiffres du Bureau maritime international aient \u00e9t\u00e9 critiqu\u00e9s par l&rsquo;autorit\u00e9 maritime ghan\u00e9enne, les incidents r\u00e9cents confirment que la piraterie est un probl\u00e8me croissant. <\/p>\n\n<p><strong>Incidents de piraterie dans les eaux ghan\u00e9ennes<\/strong><\/p>\n\n<p>Des cas r\u00e9cents illustrent \u00e0 la fois la persistance et l&rsquo;\u00e9volution de la criminalit\u00e9 maritime au Ghana :<\/p>\n\n<ul class=\"wp-block-list\">\n<li>Vol \u00e0 main arm\u00e9e de quatre navires de p\u00eache (2026), avec vol de mat\u00e9riel et abandon de l&rsquo;\u00e9quipage (Marine Insight, 2026).<\/li>\n\n\n\n<li>Enl\u00e8vement de trois membres d&rsquo;\u00e9quipage d&rsquo;un navire immatricul\u00e9 au Ghana (Ghanaian Times, 2025).<\/li>\n<\/ul>\n\n<p><strong>Types d&rsquo;incidents de piraterie affectant le Ghana (rapports r\u00e9cents)<\/strong><\/p>\n\n<figure class=\"wp-block-table\"><table class=\"has-fixed-layout\"><thead><tr><td><strong>Type d&rsquo;incident<\/strong><strong><\/strong><\/td><td><strong>Fr\u00e9quence (cas signal\u00e9s)<\/strong><strong><\/strong><\/td><td><strong>Profil de la cible<\/strong><strong><\/strong><\/td><\/tr><\/thead><tbody><tr><td>Vol \u00e0 main arm\u00e9e<\/td><td>Augmentation<\/td><td>Navires de p\u00eache artisanale<\/td><\/tr><tr><td>Enl\u00e8vement contre ran\u00e7on<\/td><td>Sporadique mais grave<\/td><td>\u00c9quipes de p\u00eache commerciale<\/td><\/tr><tr><td>Vol de mat\u00e9riel<\/td><td>Communs<\/td><td>Petits op\u00e9rateurs<\/td><\/tr><tr><td>D\u00e9tournement<\/td><td>Rare mais \u00e0 fort impact<\/td><td>Grands navires commerciaux<\/td><\/tr><\/tbody><\/table><\/figure>\n\n<p>La majorit\u00e9 des affaires li\u00e9es au Ghana concernent des navires de p\u00eache artisanale ou de taille moyenne plut\u00f4t que de grands p\u00e9troliers. Cette \u00e9volution sugg\u00e8re que les pirates pourraient cibler des actifs maritimes plus \u00ab\u00a0souples\u00a0\u00bb dont la s\u00e9curit\u00e9 \u00e0 bord est limit\u00e9e. <\/p>\n\n<p><strong>Facteurs structurels de la piraterie au Ghana<\/strong><\/p>\n\n<ul class=\"wp-block-list\">\n<li><strong>Pressions \u00e9conomiques et moyens de subsistance c\u00f4tiers<\/strong><\/li>\n<\/ul>\n\n<p>Les communaut\u00e9s c\u00f4ti\u00e8res du Ghana d\u00e9pendent fortement de la p\u00eache. Les difficult\u00e9s \u00e9conomiques, la surp\u00eache et la p\u00eache illicite, non d\u00e9clar\u00e9e et non r\u00e9glement\u00e9e (INN) r\u00e9duisent les possibilit\u00e9s de revenus et augmentent potentiellement la vuln\u00e9rabilit\u00e9 aux r\u00e9seaux criminels maritimes. La piraterie prosp\u00e8re l\u00e0 o\u00f9 les alternatives \u00e9conomiques sont limit\u00e9es et o\u00f9 les capacit\u00e9s d&rsquo;application de la loi sont insuffisantes.  <\/p>\n\n<ul class=\"wp-block-list\">\n<li><strong>Exposition g\u00e9ographique et strat\u00e9gique<\/strong><\/li>\n<\/ul>\n\n<p>La situation du Ghana le long des principales voies maritimes reliant l&rsquo;Afrique de l&rsquo;Ouest \u00e0 l&rsquo;Europe et aux Am\u00e9riques conf\u00e8re \u00e0 ses eaux une importance strat\u00e9gique. Les installations p\u00e9troli\u00e8res et gazi\u00e8res offshore ajoutent des cibles de valeur suppl\u00e9mentaires. La longueur des c\u00f4tes et l&rsquo;\u00e9tendue des zones \u00e9conomiques exclusives (ZEE) posent des probl\u00e8mes de surveillance. En outre, les analystes de CISA estiment que les protocoles de la Cedeao, qui autorisent la libre circulation des personnes dans la r\u00e9gion, doivent s&rsquo;appuyer sur des documents d&rsquo;identification efficaces et tra\u00e7ables. Cette faiblesse favorise la criminalit\u00e9 transnationale.    <\/p>\n\n<ul class=\"wp-block-list\">\n<li><strong>R\u00e9seaux criminels r\u00e9gionaux<\/strong><\/li>\n<\/ul>\n\n<p>La piraterie dans le Golfe de Guin\u00e9e est souvent transnationale. Les r\u00e9seaux op\u00e8rent dans plusieurs pays, en particulier au Nigeria, au Togo et en C\u00f4te d&rsquo;Ivoire. Cela n\u00e9cessite des r\u00e9ponses coordonn\u00e9es allant au-del\u00e0 des mesures nationales unilat\u00e9rales. Les p\u00eacheurs artisanaux, qui repr\u00e9sentent une part importante de l&rsquo;\u00e9conomie c\u00f4ti\u00e8re du Ghana, sont particuli\u00e8rement vuln\u00e9rables. <strong><br\/><\/strong><\/p>\n\n<p><strong>Imp\u00e9ratifs politiques pour une action urgente<\/strong><\/p>\n\n<ul class=\"wp-block-list\">\n<li><strong>Renforcer les cadres juridiques<\/strong><\/li>\n<\/ul>\n\n<p>Le Ghana doit se doter d&rsquo;une l\u00e9gislation anti-piraterie solide, align\u00e9e sur le droit maritime international, afin de faciliter les poursuites. La clart\u00e9 de la l\u00e9gislation am\u00e9liore la cr\u00e9dibilit\u00e9 de la dissuasion. <\/p>\n\n<ul class=\"wp-block-list\">\n<li><strong>Accro\u00eetre la capacit\u00e9 de surveillance navale et a\u00e9rienne<\/strong><\/li>\n<\/ul>\n\n<p>Les priorit\u00e9s d&rsquo;investissement devraient inclure les navires de patrouille en mer, les embarcations rapides d&rsquo;interception, les drones et la connaissance du domaine maritime assist\u00e9e par satellite, ainsi que les radars c\u00f4tiers int\u00e9gr\u00e9s. De nouveaux syst\u00e8mes efficaces de gestion du trafic maritime seraient n\u00e9cessaires pour garantir l&rsquo;identification ais\u00e9e de tous les navires qui ne font pas partie du syst\u00e8me. <\/p>\n\n<ul class=\"wp-block-list\">\n<li><strong>Renforcer la coop\u00e9ration r\u00e9gionale<\/strong><\/li>\n<\/ul>\n\n<p>Les \u00c9tats c\u00f4tiers \u00e9changent d\u00e9j\u00e0 des renseignements. Cependant, il est n\u00e9cessaire d&rsquo;am\u00e9liorer l&rsquo;\u00e9change de renseignements et de coordonner les patrouilles entre les \u00c9tats de la CEDEAO afin de combler les lacunes qui existent lorsque les criminels traversent les fronti\u00e8res apr\u00e8s chaque op\u00e9ration. <\/p>\n\n<ul class=\"wp-block-list\">\n<li><strong>Int\u00e9gration des communaut\u00e9s c\u00f4ti\u00e8res dans le renseignement<\/strong><\/li>\n<\/ul>\n\n<p>Les syst\u00e8mes communautaires de signalement maritime, le suivi par GPS des flottes de p\u00eache et les syst\u00e8mes de communication d&rsquo;urgence peuvent r\u00e9duire la vuln\u00e9rabilit\u00e9. Des bateaux de p\u00eache s\u00e9lectionn\u00e9s peuvent recevoir des t\u00e9l\u00e9phones satellites pour am\u00e9liorer les capacit\u00e9s de signalement et de suivi. Les centres d&rsquo;intervention en cas d&rsquo;incident doivent \u00eatre \u00e9quip\u00e9s d&rsquo;un mat\u00e9riel moderne et les zones les plus \u00e0 risque doivent \u00eatre cartographi\u00e9es pour une surveillance accrue.  <\/p>\n\n<p><strong>Conclusion<\/strong><\/p>\n\n<p>La piraterie au Ghana n&rsquo;a pas atteint l&rsquo;ampleur observ\u00e9e dans certains \u00c9tats voisins, mais des incidents r\u00e9cents montrent que la menace \u00e9volue plut\u00f4t qu&rsquo;elle ne dispara\u00eet. Le sauvetage de 71 p\u00eacheurs en 2026 illustre \u00e0 la fois le risque op\u00e9rationnel et la capacit\u00e9 de r\u00e9action de l&rsquo;\u00c9tat. <\/p>\n\n<p>Sans un investissement soutenu dans la dissuasion, la surveillance, la r\u00e9forme juridique et la coordination r\u00e9gionale, la piraterie pourrait reprendre son \u00e9lan strat\u00e9gique. La s\u00e9curit\u00e9 maritime n&rsquo;est pas seulement une question navale ; elle est essentielle \u00e0 la r\u00e9silience \u00e9conomique du Ghana, \u00e0 sa s\u00e9curit\u00e9 alimentaire et \u00e0 sa cr\u00e9dibilit\u00e9 internationale en tant qu&rsquo;\u00c9tat maritime stable. <\/p>\n\n<p>Des mesures urgentes et proactives sont donc n\u00e9cessaires pour emp\u00eacher la normalisation de la piraterie dans les eaux ghan\u00e9ennes.<\/p>\n\n<p><strong>R\u00e9f\u00e9rences<\/strong><\/p>\n\n<p>Ghanaian Times.
