Toutefois, \u00e0 l&rsquo;instar de nombreuses strat\u00e9gies complexes, l&rsquo;efficacit\u00e9 des sanctions \u00e9conomiques est loin d&rsquo;\u00eatre \u00e9vidente et est souvent associ\u00e9e \u00e0 des cons\u00e9quences inattendues qui peuvent exacerber le probl\u00e8me m\u00eame qu&rsquo;elles visent \u00e0 r\u00e9soudre. <\/p>\n\n<p>Le principal objectif des sanctions \u00e9conomiques est de limiter les ressources dont disposent les organisations terroristes, ce qui r\u00e9duit leur capacit\u00e9 \u00e0 \u00e9laborer des strat\u00e9gies et \u00e0 mener des attaques. En limitant leur acc\u00e8s aux syst\u00e8mes financiers mondiaux et aux voies commerciales, les sanctions visent \u00e0 entraver les fonctions op\u00e9rationnelles de ces groupes. Cependant, les cons\u00e9quences \u00e9conomiques des sanctions touchent souvent plus durement les communaut\u00e9s les plus d\u00e9favoris\u00e9es et marginalis\u00e9es (PNUD, 2021).  <\/p>\n\n<p>L&rsquo;un des principaux obstacles \u00e0 l&rsquo;\u00e9valuation de l&rsquo;impact des sanctions \u00e9conomiques est leur propension \u00e0 imposer des difficult\u00e9s \u00e9conomiques aux populations civiles. Les sanctions \u00e9conomiques peuvent favoriser un climat de d\u00e9sespoir et d&rsquo;amertume, ce qui peut renforcer l&rsquo;attrait des convictions extr\u00e9mistes (Schwerdtle et al., 2018). Lorsque les communaut\u00e9s ont du mal \u00e0 se procurer les produits de premi\u00e8re n\u00e9cessit\u00e9, les organisations terroristes peuvent tirer parti de ces frustrations, en apportant leur aide en \u00e9change d&rsquo;une all\u00e9geance ou d&rsquo;un recrutement (Hoffman &amp; Jamal, 2020).  <\/p>\n\n<p>En outre, l&rsquo;application de sanctions \u00e9conomiques peut peser sur des \u00e9conomies d\u00e9j\u00e0 fragiles, en d\u00e9tournant les ressources des services essentiels tels que les soins de sant\u00e9 et l&rsquo;\u00e9ducation. Ce fardeau \u00e9conomique peut saper la l\u00e9gitimit\u00e9 de l&rsquo;\u00c9tat et cr\u00e9er des conditions propices \u00e0 la corruption, ce qui affaiblit encore la r\u00e9silience des communaut\u00e9s touch\u00e9es. Comme des cons\u00e9quences impr\u00e9vues, les sanctions \u00e9conomiques peuvent d\u00e9clencher une cascade d&rsquo;effets n\u00e9gatifs qui finissent par compromettre l&rsquo;objectif vis\u00e9.  <\/p>\n\n<p>La mise en \u0153uvre des sanctions se heurte \u00e9galement \u00e0 des limites pratiques. Le succ\u00e8s de cet outil d\u00e9pend d&rsquo;une large coop\u00e9ration internationale, mais il est souvent difficile de parvenir \u00e0 un consensus entre des nations aux int\u00e9r\u00eats g\u00e9opolitiques divergents. Sans un soutien g\u00e9n\u00e9ralis\u00e9, les entit\u00e9s sanctionn\u00e9es peuvent trouver d&rsquo;autres canaux de financement et de commerce, ce qui diminue l&rsquo;efficacit\u00e9 de ces mesures (Gonzalez et al., 2020). La lutte contre le terrorisme au moyen de sanctions \u00e9conomiques n\u00e9cessite un front international unifi\u00e9.   <\/p>\n\n<p>  Par exemple, les sanctions impos\u00e9es \u00e0 l&rsquo;\u00c9rythr\u00e9e, qui visaient \u00e0 r\u00e9duire son soutien \u00e0 Al-Shabaab en Somalie, ont eu un impact mitig\u00e9. Si elles ont effectivement limit\u00e9 la capacit\u00e9 financi\u00e8re de l&rsquo;\u00c9rythr\u00e9e \u00e0 soutenir le groupe, elles ont \u00e9galement contribu\u00e9 \u00e0 une grave r\u00e9cession \u00e9conomique en \u00c9rythr\u00e9e, entra\u00eenant une augmentation des migrations et du ressentiment \u00e0 l&rsquo;\u00e9gard du gouvernement (Reuters, 2011 ; International Crisis Group, 2011). Il en r\u00e9sulte un sc\u00e9nario complexe dans lequel l&rsquo;objectif vis\u00e9, \u00e0 savoir l&rsquo;affaiblissement d&rsquo;Al-Shabaab, a \u00e9t\u00e9 partiellement contrebalanc\u00e9 par des effets d\u00e9stabilisateurs en \u00c9rythr\u00e9e. En outre, un rapport r\u00e9cent du Centre d&rsquo;\u00e9tudes strat\u00e9giques pour l&rsquo;Afrique a soulign\u00e9 que, bien que les sanctions impos\u00e9es aux dirigeants maliens visaient \u00e0 acc\u00e9l\u00e9rer le retour \u00e0 une gouvernance d\u00e9mocratique, elles ont aussi involontairement entrav\u00e9 des r\u00e9formes essentielles en raison d&rsquo;un blocage administratif, cr\u00e9ant un vide de gouvernance que les groupes extr\u00e9mistes pourraient exploiter (Centre d&rsquo;\u00e9tudes strat\u00e9giques pour l&rsquo;Afrique, 2024).   <\/p>\n\n<p>Les inconv\u00e9nients et les effets impr\u00e9vus des sanctions dans la r\u00e9gion du Sahel font l&rsquo;objet d&rsquo;un d\u00e9bat croissant. Par exemple, les experts de la Commission \u00e9conomique des Nations Unies pour l&rsquo;Afrique (UNECA) recommandent des strat\u00e9gies plus adapt\u00e9es qui se concentrent sur des actions cibl\u00e9es contre des individus particuliers impliqu\u00e9s dans le financement du terrorisme, tout en r\u00e9duisant les contraintes \u00e9conomiques g\u00e9n\u00e9ralis\u00e9es qui ont un impact n\u00e9gatif sur les communaut\u00e9s civiles (UNECA, 2023). <\/p>\n\n<p>Si les sanctions \u00e9conomiques peuvent avoir un certain succ\u00e8s en perturbant des op\u00e9rations terroristes sp\u00e9cifiques ou en signalant la d\u00e9sapprobation de la communaut\u00e9 internationale, leur impact \u00e0 long terme est discutable. Les d\u00e9cideurs politiques doivent tenir compte du contexte socio-\u00e9conomique plus large dans lequel ces mesures sont appliqu\u00e9es, en reconnaissant que les difficult\u00e9s \u00e9conomiques peuvent alimenter la radicalisation et l&rsquo;instabilit\u00e9. Une approche plus globale est n\u00e9cessaire, qui int\u00e8gre le d\u00e9veloppement \u00e9conomique, le soutien social et des interventions cibl\u00e9es pour s&rsquo;attaquer aux causes profondes du terrorisme.  <\/p>\n\n<p><strong>Aller de l&rsquo;avant : Une approche holistique<\/strong><\/p>\n\n<p>Pour lutter efficacement contre le terrorisme, il est essentiel d&rsquo;adopter une approche globale qui reconnaisse l&rsquo;interaction complexe des facteurs en jeu. Il s&rsquo;agit notamment de <\/p>\n\n<ul class=\"wp-block-list\">\n<li><strong>Investir dans la r\u00e9silience<\/strong>: Investir dans la r\u00e9silience \u00e9conomique par le biais de projets de d\u00e9veloppement durable peut aider les communaut\u00e9s \u00e0 r\u00e9sister aux chocs des sanctions et \u00e0 r\u00e9duire leur vuln\u00e9rabilit\u00e9 aux id\u00e9ologies extr\u00e9mistes (PNUD, 2021).<\/li>\n\n\n\n<li><strong>Soutien cibl\u00e9<\/strong>: L&rsquo;apport d&rsquo;un soutien cibl\u00e9 aux populations vuln\u00e9rables par le biais de l&rsquo;aide humanitaire et de filets de s\u00e9curit\u00e9 sociale peut att\u00e9nuer les effets n\u00e9gatifs des sanctions, en veillant \u00e0 ce que les besoins essentiels soient satisfaits et en emp\u00eachant l&rsquo;\u00e9rosion de la coh\u00e9sion sociale.<\/li>\n\n\n\n<li><strong>Dialogue et diplomatie<\/strong>: Favoriser le dialogue et la diplomatie avec les acteurs r\u00e9gionaux et s&rsquo;engager avec les communaut\u00e9s locales peut aider \u00e0 r\u00e9pondre aux griefs sous-jacents qui alimentent le terrorisme, cr\u00e9ant ainsi des opportunit\u00e9s de r\u00e9solution pacifique et de r\u00e9conciliation (Gonzalez et al., 2020).<\/li>\n\n\n\n<li><strong>Investir dans des syst\u00e8mes d&rsquo;alerte pr\u00e9coce<\/strong>: Le terrorisme ne se produit tout simplement pas. Les terroristes s&rsquo;appuient sur la d\u00e9saffection et le m\u00e9contentement des pays et des communaut\u00e9s dans lesquels ils op\u00e8rent. Par cons\u00e9quent, des syst\u00e8mes d&rsquo;alerte pr\u00e9coce sont n\u00e9cessaires pour prot\u00e9ger les \u00c9tats-nations contre les attaques. Un engagement r\u00e9gulier aupr\u00e8s de la population, l&rsquo;identification des principaux d\u00e9fis et la fourniture d&rsquo;un retour d&rsquo;information sont des outils simples et efficaces qui fournissent un retour d&rsquo;information qui, s&rsquo;il est correctement analys\u00e9, devient un indicateur de probl\u00e8mes imminents.   <\/li>\n<\/ul>\n\n<p>En r\u00e9sum\u00e9, les sanctions \u00e9conomiques doivent \u00eatre mises en \u0153uvre avec pr\u00e9cision afin d&rsquo;\u00e9viter des r\u00e9sultats inattendus. En adoptant une strat\u00e9gie plus nuanc\u00e9e, les d\u00e9cideurs peuvent tirer parti de leur efficacit\u00e9 tout en r\u00e9duisant les risques qui contribuent \u00e0 la mont\u00e9e du terrorisme. Pour ce faire, il faut recourir \u00e0 des actions cibl\u00e9es qui limitent les effets n\u00e9gatifs sur les populations \u00e0 risque et s&rsquo;adapter aux mutations de l&rsquo;\u00e9conomie mondiale afin de maintenir l&rsquo;efficacit\u00e9 des sanctions. En outre, la collaboration internationale est vitale pour amplifier leur efficacit\u00e9 et minimiser les possibilit\u00e9s d&rsquo;\u00e9vasion. Il est \u00e9galement essentiel que les sanctions int\u00e8grent une strat\u00e9gie de sortie d\u00e9finie pour permettre une cessation rapide une fois les objectifs atteints. En associant les sanctions \u00e9conomiques aux efforts diplomatiques et \u00e0 l&rsquo;aide au d\u00e9veloppement, les d\u00e9cideurs politiques peuvent s&rsquo;attaquer plus efficacement aux facteurs sous-jacents qui conduisent au terrorisme.
